Does anyone have the Railroad E&M guidlines?  I have API 1102 and it does not expand on it variables for imact loading and deep lines.

What are you looking for?  Once the line goes over about 14 feet, even with the worst soils and thinest pipes, the live load contribution to pipe stresses are very, very small.  

What is E&M?  

Have you tried websearching on AREMA? That replaces the old AREA group.  They deal with railroad beds rails and crossing maintenance.
