What does the term 3 1/2 (or 4 1/2) digit display mean?

I beleive the 1/2 signifies the first digit having a range of 0 to 1, the 3 or 4 signifies the remaining 3 or 4 digits have a range of 0 to 9. Thus a 3 1/2 digit display has a full range reading of 1999 while a 4 1/2 digit display has a full range reading of 19999. Options include a potential decimal point that could be located anywhere, along with a +/- prefix.

HI,
The Half digit represents the MSB of the Dispay which can display only "1" and other digits the remaining value
For example, for a 3-1/2 digit display
Value      Display
          1   2  3  4 (1 digit is 1/2 display 2-4 full display)
99        -   9  9  9 (- represents blank)
1999     1   9  9  9

to display +/- sign 3/4 digit display is required (1/2 digit does not display +/- sign)

does a multi-range FLUKE digital multitester (VOM) can be categorized to these digital display as 31/2 or 41/2?

It's based on the number of digits displayed and not the functionality
