Lighting Requirements for a Temporary Parking on Construction Site

(OP)
Can anyone provide me with information on lighting requirements for a temporary parking lot being used on a construction site?  Right now, there are no lights in the temporary parking area and it is dark when the contractors/subcontractors arrive and leave the job site. Furthermore, the temporary parking lot is located in a residential area adjacent to neighbors who are opposed to lighting.  Are there any liability issues for not providing lighting?  Someone suggested using garden lighting -- are there any liability issues if we provide lighting that is dim/inadequate?

RE: Lighting Requirements for a Temporary Parking on Construction Site

yes there is liability issues for poor lighting but only if someone gets injured because of the poor lighting. 1 foot candle at the parking lot is a safe level- IES requires minimum of .5 footcandles for safety. Use sharp cut off fixtures( shoe box type)Foward throw with house side shields. mount them low about 20 ft and direct them away from the adjacent property.  Use 250 watt HM or HPS and space every 70 ft. Use wood pole for temporary work, then save them and use on the next job.
