Need info on welding rods.Built lifting attachment to weld to econimizer tube out of 3" carbon steel angle ironand an eye bolt .Tube bundle weighs 5000 lbs and is 1 1\4 chrome(8018).It was welded with 2 1\4 chrome(9018).Right filler rod or not?

First and foremost, did you follow an ASME Section IX qualified welding procedure and use a qualified welder? This is very important because any welding performed to pressure parts on a boiler requires a National Board R-Certificate of Authorization and an ASME qualified welding program.
The load carrying capacity of a weld is based on two design parameters - area of a weld (the throat size of the fillet or thickness of a groove weld x the length of the weld) x the allowable strength of the weld metal. The E9018 B3 will have a higher allowable strength level in comparison to E8018 B2 or even E7018. However, the size of the weld is critical as well. Also, did you perform nondestructive testing of the welds after they were completed? The E9018 B3 can crack because of sensitivity to moisture - did you use low hydrogen electrodes?
