I need to have a custom flange fabricated per B31.3.

Does anyone know of a section of the code allowing the option to fabricate the flange by cutting it out of a normal flat plate?

I know the code states forgings and rolled plates are acceptable - but I seem to think there was an allowance for cut plate as long as it is tested and proven to not delaminate...perhaps it was in Section VIII of the BPV Code...

Any help would be appreciated.

Section VIII  UA-45 (this maybe different in later codes)
I don’t have a current copy of the ASME Codes but there were limitations on materials and layout of the flange when using plate.  

A far better solution  than using plate would be to use a rolled ring.

Plate flanges are fairly common with steel water pipe- AWWA C207 covers them, I believe.  Plate flanges are also allowed in API-650.
