The Residential Code of New York State (RCNY) which is an ICC Code modified to NYS requirements, states that anchor bolts shall be spaced 6 ft max for foundation to sill plate anchorage. I assume this requirement is the same in other IBC Codes that are not state modified editions.

But the same code also requires conformance with the AFP&A Wood Frame Construction Manual (1995 edition) for construction of homes in 110 mph basic wind speed.

Looking at prescriptive design requirements (Table 3.2A Page 112), WFCM calls for 23 inches spacing for 1/2" dia anchor bolts, for 2 story homes, for lateral forces for the same wind speeds, and 6 ft spacing for uplift.  

So my question is, does the 23 inch spacing govern as it seems to, or am I missing something or reading these Codes incorrectly?

Just do the math and calculate what your specific requirements are based on design loading.  That way you know you are covered.
