In the drawing of one heater, heating surface area of finned tubes is specified. We would like to change material of fin from copper to others (Aluminum, Carbon Steel, Stainless Steel or etc.). In this case, how can we calculate the new heating surface area of finned tubes? Can we use the same heating surface area after change fin material? Please comment.

It depends on the manufacturer...you will need to contact the manufacturer to see if they would supply copper in the same thicknesses (.0045", .0055", etc).  Also, you might want to make sure the same pattern for the tubes will exist for the copper fin patterns.  
From there, you should be able to calculate the surface area fairly closely.

Just from experience, all things considered...copper may not be a good direction.  Basically, there's reasons why aluminum fins are mostly standard.
