RE: CENTER LINE
Since you don't want to use the temp axis then I don't think you can do this automatically. You can however put them in manually.
1) Lock sheet focus to a view.
2) Pick the centerline tool
3) Go to where the centerline should exist and the Icon of your mouse should change.
4) When that happens click and hold down the mouse
5) Drag it to your desired position.
6) Make sure it's where the centerline would exist and drop it there.
7) Trim it up by draggin the endpoints and walla a centerline.
8) You can do this for circle in that view.
9) For different views repeat steps 1-8.
Kinda a pain, but it doesn't take that long to do. Once you know how to do it.
Hope that helps,

RE: CENTER LINE
Why would you Lock Sheet Focus? If you do that and have to move your views, then the CTR Lines will stay put.
Isn't it better to drawn the CTR Lines in the active drawing view? Just curious... this is what I do for Parts, and I haven't had any problems. Now for large Assy exploded drawings, I agree with Lock Sheet Focus.
