Both views (top & front) have 2 horizontal breaks (each)

How do one makes the "removed" portions equal, so the other features of the part lign up.

eye ball it. I think maybe a bug in 2004 or overlooked. Don't know if it is fixed in 05.

i created a drawing with a front and top view, put two vertical breaks in the front view, and the top view didn't update.
delete the top view,
put the two breaks in the front view
right click that view, then select "break view"
make a project view straight up of the broken view
and the breaks are aligned perfectly.

You could try creating one view first, add all breaks, then Project the view to get the other view.
