I have a drawing (several in fact) where the equipment must be shown in the context of a larger assembly and we have had to make extensive use of alternate position views. The alternate position view in this case is attached to the floor and the prime equipment is elevated say 550mm above finish floor. I need to dimension between the floor elevation and various features shown in the prime view and some shown in phantom in the alternate position view. We seem to be only able to dimension between alternate position views or only between the primary equipment. Surly I have a setting or something off so that I cannot pick what is needed???

I am not sure what you want here. Do you want a show a part in two alternate positions?
If you do not need the BOM to work in your drawing view, you can create a model configuration with two instances of the part. On your drawing, apply the dimensions and a note explaining what you are doing.
You BOM should come from another view with the second instance suppressed.

Phantom lines are not a big problem. Create your configuration and the view.
Sketch the outline of your "phantom" part, and constrain it to your desired outline.
On your drawing view, go into properties and hide the "phantom" part. Change your sketch to the line thickness and type that you desire.
