In the water tank industry, a standpipe is any tank taller than it is wide. In many cases, it is just the equivalent of an elevated tank or water tower. In other cases, just a ground storage tank that happens to have dimensions that fall into that category.
In building construction, it is a piping arrangement- but I'm not really familiar with those.
The petroleum application above indicates a third usage with which I'm also not familiar.

"A vertical pipe, open at the top, between a hydrant and a reservoir, to equalize the flow of water; also, a large vertical pipe, near a pumping engine, into which water is forced up, so as to give it sufficient head to rise to the required level at a distance".
Probably relates to NPSHA (sufficient head) on your pump.
