I am looking for stamping press setup information. This would be something I need for OSHA regulations. ASTM specs, OSHA specs ect...

OSHA has a handbook about press safety. Setup basically you need to use safety blocks to prevent inadverted ram cycling while you are installing the die.

In some locations there is an organization called "BUSET" that parallels OSHA but provides info on the applicable standards.  They act as a advisor (no-charge)to help apply the OSHA "guidelines" to your business.  We have used them to establish air quality baselines in our welding areas.  I also used them to develop specs for overhauling an air cleaner.
They are not an enforcement group and if there is a question by OSHA on an area BUSET has helped with, they will work to help resolve the question.  Those persons with whom I've dealt have been quite helpful.
