i am looking for information on performance tests and procedures for a fossil fuel boiler? any help appreciated

When you say fossil fuel, I'm assuming you mean a fairly large utility / process steam boiler.   

The ASME PTC's are the appropriate code.

Note that this isn't a procedure, and if there's no money hanging on the results (i.e. you just need to determine your boiler efficiency) you can decide to skip some of the requirements.

If you're at an existing plant, it may be worth your while to try to dig up the original performance test.
