Please help me decide the thickness of weld for lifting a 11.0 MT load whith the help of a MS plate. The welding length avaiable on the half inch plate is 12 inches only.

If you have AISC ASD 9th Edition handy see page 4-26 and 5-67. Otherwise explain little more. With what 1/2 " plate is welded etc.

Be careful here!!

It is not as simple as you are requesting and thinking. Weld group may see more loads due to eccentricities and torsion that are additive to the simple shear!

One suggestion is to use Dr. Blodgett's handbook, "Design of Welded Structures" which is very cheap (I think around $22.00) for the wealth of welding engineering data in it. This book can be purchased form the Lincoln Welding Foundation. Here is their web site:  http://www.jflf.org/
