I need to create a circular array of a free form feature and I do not have UDF license. Are there any works around to accomplish this?

You could put the freeform feature in a seperate part file, and bring it in as a component, then array the component.

That is a very interesting suggestion. However, in my case, I am going to use the Array later on a Boolean operation in a solid body. I am not allowed to use WAVE. So, I don’t think I can use your suggestion.

Another thing I've done, generally with a solid, but it may work with a freeform sheet, is to extract a copy, and blank the original.  Perform the boolean (add, subtract), and then instance the boolean.  UG won't let you instance the boolean if you use the original body, but it will if its an extracted body.

If you don't wish to extract anything, use Group Feature, add the FFF to the Group, then instance the Group.  This will not instance Trim Sheet, however.  You'll have to experiment a bit to figure out what it will & will not instance.
