1.  Has any of the NASCAR/CART/IRL testing done anything
    to improve upon the 50 year old design?

2.  Is it true that some of the cars reverse the direction
    of the scoop and use it to exhaust air from the engine
    compartment?

If they have, the data are closely guarded secrets, so you'll never find out.  Stick to the NACA Reports.

Sure you can turn it around.  Air will even pass through it, if there's ram air pressure on the compartment's inlet.  But the scoop itself won't be doing a d*** thing to help the process.  Again, read the NACA Report.  The inlet lips can't work in reverse.
