What application paramenters would the surface mounting gasket be used on?

I seems like I always like o-ring groove type of seal, rather than gasket surface mount type.

What would the surface mounted gasket be more beneficial than having o-ring groove type seal.

Could you give a little more information?  What is the service, pressure, pipe material, pipe diameters, etc?  

Are you talking about HDPE pipe taps?

My application is not on the pipe, rather it is on electrnonic enclosure that has to withstand moisture ingrestion. The flange is plastic and the clamping plate is aluminum. Surface mounting gasket or O-ring, and why

In a plastic electronic enclosure, for the relatively easy seal that you're looking for, an O-ring seal is probably the most effective arrangement as it does not require a lot of bolt load.  Keep in mind, however, that the tolerance of the O-ring groove depth is critical, and make sure you don't have excessive deformation of your cover or enclosure flange.

A gasket(paper?) could wick in moisture into your enclosure when the "outside" of the gasket is "wet".

Major limitation with Commodity O-Rings is they don't tolerate much in terms of geometric variation" they do great on shafts and cylinders, not so good if your seal perimeter looks more like a rectangle.  Depending on your joint geometry, and the manufacturing quantities, the machining/forming/molding to constrain an o-ring can be quite costly, too.

"Flat", low durometer gaskets may also need constraint, but the easiest overall criteria is assembly and durability:  Can I get the O-Ring where it needs to be and will it stay in place while I assemble, and also provide service life after exposure to the operating conditions?

Same basic criteria for gaskets, but as indicated, for gaskets you may need to incorporate some pretty high clamping forces and the corresponding rigidity of the participant components and accomodations for fasteners or similar.
