i have a problem  with  an  elcb  on a panel  with  two  ring circuts  0n 20 amp trips  after  i plug in  10  units one at a time the elcb trips out  no matter witch ring i put it on  the elcb trips. i have no wire faults to be seen  do i need  two elcbs on each ring to solve this?  the units are tvs  .the elcb is a 63amp  30ma  trip.also if i put half on one ring and half on the other  when i add one more the elcb trips out no matter witch side i add on too.what am i doing wrong?

Variable speed drives with frequency inverters are known to produce the problem you describe. Do you have frequency inverters installed? Some UPS do the same thing.

It isn't clear what your load is - TV's? or are these transient voltage suppressors? - so a bit more info would help. Your ELCB is now known as an RCD, in the UK at least.

It sounds like replacing the MCB with an equivalent rated RCBO which integrates the function of the RCD and MCB into a unit the same width of the MCB. This should help your problem as this will give you the function of two RCDs, one per circuit. You must connect the RCBO's to a part of your distribution board which is not already protected by the 63A/30mA RCD.

If TV’s contain switched mode power supplies, then protective conductor current is your likely problem. If you are in the UK, any new or altered socket outlet circuits which may be used to supply IT or electronic equipment should comply with section 607 of BS 7671 (high integrity earth).

The tripping solution can only be resolved by reducing the number of units plugged in at any one time.
