I move one of the parts and the second moves with it.  I try to move the other part and it wont move.  I tried updating between moves.  I've tried closing and reopening the assy, and same thing happens. The only mates on both parts are to each other.  I'm wondering if their is a hierarchy as to why they move when I select the one, but not the other?

Try suppressing the mates one at a time to see if one of them is the "restricting" one.

I'm assuming both your parts are floating - neither one is mated in place. Usually I place the first part - fix or mate it in place - then start adding the other parts. If you just want one to stay put for now - just FIX it in place. Then it won't move at all.

I would also check to see if one of the components is a linear, circular, or feature pattern. If one of the components is a pattern of the other it will mirror how the seed component moves.

To elaborate on what the others have said,

Floating vs. Fixed

When you create a new assembly, the first part you place into the assy file is Fixed by Default.  In other words you cannot drag it around, it is not mated but literally fixed in place.

To make it floating, right click on it in the Feature manager tree on the left, and select Floating.  Once you are all done with your assy you can fix it or mate the assy to the three planes (which is how I prefer to do it).
