I have an underground double wall fuel oil line (pressurized).  Our normal practice is to use interstitial leak detection system to detect leaks, but we're getting a little resistance.

The EPA regulations I've seen in my research to date have been concerned primarily with underground tanks (and lines associated with these tanks.  

Does anyone know of a standard or requirement which would apply specifically to underground pipe?

I'm contacting leak detection vendors in parallel, but am wondering if someone may be able to share some insight.

Im going thru the same issue.  My fuel pipe is below ground but tank is above ground.  In addition to asme b31.1 section 122.7.3.  Be sure to check your State's requirements too.  That may drive what you do.  Tennessee allows interstitial for automatic line leak detector (ALLD)but other pressure sensing methods are accecptable.

Look at the NFPA 30, 30A, 31, 37 for guidance.

And as mop stated, check with your state's regulators.
