UG-39 of ASME VIII Div 1: for multiple openings in a flat head, there are rules to determine the amount of required compensation. However, it is not clear if attached nozzle material or welding can be used for this compensation. UG-37, e.g., is for formed heads and shells where such compensation can be used. Does UG-39 allow compensation for openings in a flat head by way of increase in material thickness only? Thanks in advance for your help.

Why not? The area of reinforcement is defined in UG-37 and UG-39 makes use of that definition.
