How is this book as compared to PRAG from Alstom? I want to know others opinion on this books latest edition before buying it.
THe other book in which i was interested in is power system analysis by the same author. Comments on this are also required.

I have all three of the books you mentioned. I don't know if the the comparison between the Altsom book and the Protective Relaying Theory and Application by Walter Elmore published by Marcel Dekker is fair. They are different, but both very good. The Alstom book has been around a long time and is very good, but definitely based more on European practices. The book Protective Relaying: Theory and Applications by Walter Elmore is now in its 2nd Edition and has been updated to include more information on digital relaying. This book is based on the Old Westinghouse Applied Protective Relaying book which is also very good, but dated some since it doesn't address microprocessor based relays. Another very good book is Protective Relaying: Principles and Applications by J Lewis Blackburn published by Marcel Dekker is very good as well. It has been around a while and also is based on the Old Westinghouse Appied Protective Relaying book. All the above books are good, it just depends on what you are looking for. The Protective Relaying Theory and Applications has the most up to date information particularly with regards to microprocessor relays.
I assume the last book you mentioned Power System Analysis is the one published by Marcel Dekker. There are several others by the same title. The author of this book is J.C. Das. The price of the book is a little expensive, but after receiving my copy I feel like it is worth every cent and more. This book is now my go to book for questions about power system analysis. I have found the answers to almost every question I have had in this book. It not only gives good coverage to the theory of power system analysis, but also has great insight into the practical reasons behind why things are done the way they are. That is one of the things I appreciate about this book that I haven't find in many others.

I won't try to sway your decision either way because I am not familiar with both texts, but elsewhere on eng-tips there is a link to the PRAG which may be downloaded for free in .pdf format.

Another series of good books (4 in the series) are:
Power System Protection, edited by the Electricity Training Association

It is a little bit expensive, but worth every sent. I think it is however more for someone in the IEC-world.
The NPAG (old PRAG) are also very useful. It is free, if you can face downloading some massive files, or cost £70 from Areva: (ScottyUK's link)

Power System Analysis mentioned by umrpwr looks also interresting. However, I can't find any reviews on the net for the book.

Is there any latest edition, after 2000, of PRAG by Alstom or art and science of relays by GE?
I was unable to open the areva-td.com site.
I have managed to get the subject book. It looks good. I will study it in detail and see.
