I am looking for design guides to assist me in the design of fixed docks, floating docks, marinas, and smaller coastal structures.

Also, what code determines the loading to the structures? Do you use the IBC for wind, what about waves or impact? My background is structural.

All help is greatly appreciated.

BS 6349 part 1-7 is a good standard. But also look at the US army engineering manuals. There are also some PIANK guidlines, but they address very specific subjects such as fendering, mooring, locks, etc

Try using the Shore Protection Manual (SPM). I think that this a comprehensive document for Shoreline development work.
PIANC recommended by one our collegues is also a good reference document.
