We are  fabricating a skid base which is going to be used in Russia. The Design temperature specified to us by the client is -40C.

What is the sttel grade I should select. I am sure SA 36 will not meet the impact requirements of -40 C. have looked at ASTM A 992 also but Charpy is a supplementary requirement and secondly it also does not tell me the minimum required energy/

Can anyone help

Thr required impact energy will not be specified by ASTM standard but has to be specifiedby yourself ,based on Russian Code requirements.
With that data you can specify your supplemantary requirements.

If you can't locate any design information from Russian specifications regarding impact requirements, I  would consider a minimum value of  15 ft-lbs at -40 deg C. If this is acceptable, you can review various ASTM material grades that guarantee a minimum impact value of 15 ft-lbs at -40 deg C.

API 2H/W50, BS7191 350EMZ, API 5LX52, ABS grade H50AZ should meet the requirements of -40, however not all the grades necessarily need impact testing@-40, you may have to call out for supplementary testing.
