Does anybody know an answer on the following:
if a pipe is classified following article 3.3 it seems that the vendor of the pipe can't supply you with a pipe following a higher category. Is above true or not, i can't imagine that you can't supply material which is designed and constructed following more severe rules.
Moreover is it true that it's impossible to supply 3.1B certificates for flexible hoses.

Once this is defined manufacturer can not upgrade category of a pressure equipment.
Manufacturer may choose a módule for higher category, but security essencial requisits don't change. It must comply with those for its category.
Yes, You can supply material designed and constructed following more severe rules, but not a higher category than to which that equipment is designed for.
You can use a higher category equipment for a use with less severe requeriments, but you must be sure that equipment is apropiate for that use.
Most manufacturers don't especified uses less severes or others fluids. In fact, most of times they don't especified too much.
I don't know if there is another standard apart from EN 10024 which defines 3.1B certificates, and now I haven't got this standard with me, but I think EN 10024 is for metallic materials.
A flexible hose without cuplings is not metallic material but requirement for a especific certificate for materials according point 4.3 in Annex I is necessary when required.
A flexible hose with cuplings is not a material. It's a pressure accessory and manufacturer must supply a Declaration of conformity when required.
In despite this, I've seen 3.1B certificates for security valves, regulators ad so on.
