Statutory Inspections - European CE Requirement

I understand that there is a requirement, when carrying out a pressure test (during a statutory inspection) of a pressure vessel, to check it's expansion to ensure that it falls within certain limits.  Is this correct to ensure CE compliance and does it apply retrospectively (ie old vessels).  Any information on this subject will be greatly received.

It's necessary to ensure CE compliance but it's not enought.
Other requirements of annex I in Directive 97/23/EC are mandatory.
Old  vessels aren't within scope of Directive above and must comply with national regulations.
