In sketch, i can not see center of arcs or circles to add coincindent constraint.
why and where?

While the sketch is active.  Go to Preferences -> Sketch... and check the "Display DOF Arrows" box (middle of Sketcher Preferences Dialog).  Each sketch retains it own preferences.

You don't need to see the center of the circles to apply coincidence, simply select both circles & choose the constraint you wish to apply.

Well, an example where you need to pick the circle center is, when applying coincident constraint between a line end point and a circle center.
