How can I measure features on my 3D Solid Works model relative to the 2D view parallel to my screen? Currently, when I throw a temporary dimension between 2 features of my model, it includes the depth component which I do not want.

Use teh MEasure Tool instead of just dimensioning your model.  You will get X, Y and Z distances, plus other info.

The "Measure" tool can be found in the "Tools" toolbar.
