I have been specifying 1.3Ld for column splice according to ACI 12.15.  Do we still need to provide tension lap splice for column that experiences moment but not direct tension?

Have you guys been specifying tension lap splice at footing-column connection?  Or just compression splice?  Assuming the column is assumed to be pinned in the anlysis and design

Your input and advice will be very much appreciated.

If the column has moment and it is required to engage the reinforcing to resist the moment, then I would go ahead and completely develop the reinforcing for tension.

If you design the base as a pin, then I would detail the base as pinned, develop the reinforcing for compression, and not count on bond failure of the reinforcing in tension.

These are my thoughts, maybe someone else will respond with a better answer.
