I understand that NACE RP0472 "Method and controls to prevent in-service environment cracking of carbon-steel weldments in corrosive petroleum refining environments" excludes high strength steels that are over 485 MPa (70,000 psi). Please advise me about the reference for high tensile strength carbon steel. Thanks...

An example of a high strength steel that would not be suitable in such an environment is SA-517 Grade F (T-1) quenched and tempered plate.  It has a minimum yield stress of 100 KSI and a tensile stress of 115-135 KSI.  I'm sure that there are many others as well.
