Could you tell me which are the general technical aspects to design and construction of a Fired heater in a Petrochimical and Refinery Plants? Thanks,

Fire goes in one end.  Smoke comes out the top.  Don't let the petrochemicals and the fire touch each other, otherwise it will explode.
