Looking to buy a house in Florida, but on one side of the house, there is moisture on the floor and in the walls that the home inspector cannot explain where it came from. He thinks the seal/vapor-barrier under the house may have been compramised when it was being built. The city said the builder wouldnt have been issued the permit if that wasnt in place. Any have ever seen this before, and what was the solution, and who could I to contact/pay to diagnose and possible repair it??

Two possibilities come to mind: a pipe leak, or groundwater infiltration.  Is this the basement floor?
