What is the purpose of a volts squared hours meter? My utility company has one installed on my purchased power substation but I can't find anyone who knows what it is for.

No-load transformer {iron} losses vary with V² and fourth power.  V²-pulse outputs for remote monitoring/logging give better resolution around high-end of line-voltage scale, or counting pulses in a demand register for longer-term voltage logging.  

Handbook for Electricity Metering 8th ed. Appendices - page 186 with photo.  Westinghouse VOLT SQUARED HOUR METER  The type WVD4S as shown in Figure IV-41 is similar in appearance and general construction to a Type D4S single phase watthour meter.  It is intended to be mounted in a standard four-jaw socket, or box.  The upper right and upper left jaw assemblies do not have to be removed; however, no  connections are to be made to these jaws (no external resistor is used).

IEEE Std 141-1993 {a/k/a “Red Book”}  §11.7.5 Voltage-squared (V²) meters.  Identified by a coined name (which is misleading because the meter reading directly determines effective voltage and not the square of voltage), a V² meter is an integrating meter similar in construction to a kilowatthour meter. The effective (rms) voltage for a time interval is the dial reading difference divided by the interval.

Thanks for the great info. I am still confused about V squared being a misnomer or not. In some of the info you provided it appears to be V squared in the other just V.

It sounds like this was a way to see what the average voltage was over a period of time, probably before scada systems, and appears not to be used much anymore.

V²hr registers appear to be common in multifunction energy meters {GE, SciCol, Schlumberger} and in Radian multifunction standards.

Some old habits die hard, maybe.
