How does one receive the radio broadcasted time signal?  Is there a single chip out there that will receive the signal and demodulate it and decode it?  So many inexpensive clocks use the signal so it must be fairly easy to get.

Here is a paper that I found on the subject of demodulating the time signal from the WWV broadcast by the U.S.. I am also doing some experimentation with using the WWV as a time source to synchronize a couple of devices.
