I have a user here that dreated a dwg today. The problem is he created a section view, dimensioned it, looks good. Now after he moves or re-sizes the view border, all of the dimensions turn to dangling dimensions. Has anyone seen this before? We have SW04 4.1.

Try doing a Ctrl-Q on the Sheet and see if it fails. If it fails, then try replacing that section.

You could try to "edit sketch" on the section line and add a relation between the sketch line and model geometry.  

If the section line is not tied down, I've seen them shift slightly in the past.  This shift would redefine the cutting plane, therefore redefining the cut edges.

I've seen that once and the problem was that the part or assembly wasn't forced rebuilt before it was last saved. Make sure your user does a force rebuild on the part or assembly before the drawing is created.
