I have a model that starts out with an imported curve. I want to control the scaling of that datum curve or a sketch that is a copy of it. I will construct the rest of my model off of this curve. However, I do not want to scale any of the dimensions in the other features. They are offset a fixed amount that does not change with scale.  

Scale model does not work because it is not parametric. I do not know what the value is and can not change it. The same thing applies to scale and rotate in the sketcher menu.  Idealy I will put the scale in a family table parameter.
