I have typically added corrosion inhibitor and Oxygen scavenger to pipeline hydrotest water.

I now have a specification which does not require it. Only potable water. If I were to add chemicals I will incur high costs of disposal as the water will then be classified as hazardous.

Am I safe to go ahead PW only, or do I risk initiating corrosion?

Your experience will be appreciated.

I have often used potable water without inhibitors. A short time duration for removal of the water after completion of the hydrotest coupled with effective drying of the line are most important.  The use of pigs with methanol or ethanol in between to both push out the water and tie-up the water in the alchohol have proved effective in mitigating corrosion.

You either need inhibitors or you need a method to dry it afterwards as Stan suggested.  Most systems will not drain well enough on their own and the wet spots will have issues with concentration of impurities and biological activity.
