Does anyone know where I can find equilibrium data for the water / oxygen binary system?

You could try standard handbooks like Chemical Engineering Handbook by Perry and Chilton, or, Betz Handbook of Industrial Water Conditioning (its there for sure), etc.

You need to use Henries Law. Henry coefficiencts are available in Perry and the CRC Handbook. Henries law applies to gas components such as oxygen that are sparingly soluble in water. If you do not have the books, use a simulator such as Hysys or Winsim - mix a set flow of water and oxygen gas in the proportions that you require (this could also be volume ratio you would use in a batch mixing process as well). An equation of state can be used as opposed to Henries law.

Oops! Above table heading of ppm O2 should have read cm3 O2! (O2 gas conditions not specified, although one may presume standard conditions, but use the ppm values shown below (the values i meant to report in the erroenous first version, above)).  The table is corrected below and the last column added to show what ppm readings should have been stated as.  The rough trend is the same, just more accurate now!  This is data read from a chart in the Betz Handbook such that my transcribing error gives precision of only about +/- one O2 unit and +/- about 5 degrees F ...
