Can anyone tell me in general what is this standard is about? Its related to Medium voltage switchgear I believe.Does it also gives the degree of protection required for the switchgear e.g IP4xx

IEC-60298 is for A.C. metal-enclosed switchgear and controlgear for rated voltages above 1 kV and up to and including 52 kV.
Degree of protection (IP) is generally as per IEC-60529

1. Scope

"This standard specifies requirements for factory-assembled metal-enclosed switchgear and control gear for alternating current of rated voltages above 1 kV and up to and including, 52 kV for indoor and outdoor installation, and for service frequencies up to and including 60HZ...This standard DOES NOT deal with components in metal enclosed switchgear and controlgear for which individual specifications exists."
