Reference table 4.8 AWS D1.1 2000

For the fillet weld qualification test (plate), the table indicates that this also qualifies for production pipe fillet welds.  

So if a welder qualified on the fillet weld plate test, would he be qualified to weld flanges onto the ends of 4" pipe?

No.  The fillet weld qualification on plate only qualifies one to weld a straight line(parallel to its axis), not circumferential fillets on pipe, unless the pipe is 24 inches in diameter or greater.  (See Note 1 of Table 4.1, AWS D1.1).  A small diameter pipe does not have a straight line axis for a circumferential weld.

Not very many applications where you'll have a longitudinal fillet weld for pipe!

Why not use the pipe fillet qualification?  That will suffice for plate, pipe, and box tubes.
