Hello,
     Does anyone know how I can convert an existing powerline modem (such as PLM-24 from hth.com) to communicate over 1000V?

I have see power line modems for 460 VAC used to control moving things that are powered by a buss bar.

One would have to upgrade the transformer that connects to the power line to go higher. Search on power line modem and you may find something.
