GE Fanuc series 1 SR-20 CNT reset function

(OP)
I must reproduce the functionality of a simple Fanuc program in the brand of PLCs we use. No one on site has ever used the GE series, there is only one CPU for two racks, the machines have been in storage for 5 years, we have no handheld programmers or software, I have a hard copy
of the ladder logic.
The only way one timer/counter sequence can function is if the counter reset is positive edge triggered(resets only when the rung logic transitions from false to true).
Is this the correct operation?
It's possible the program was edited to remove the functionality of the this timer/counter sequence; also possible there was an error in the original program.
