Is there a rule-of-thumb for the size that a coupling is bored and keyway is broached over the OD of the shaft?

Sure there is, ask the coupling manufacturer for the dimensions and tolerances for your particular shaft size.

Regardless of the existance of a "rule of thumb" you need to contact the coupling mfgr for their recommendation just as Artisi said.  Don't guess.  If it's worth doing, its worth doing RIGHT.
