We are using MS Project to review and and schedule resources for on going projects. Weekly we update projected start dates as well as other critical information. Is there any way that when a change is made to a task it can be tracked? Others not present at the weekly updates need to see any changes made.

Doesn't baselining before making the change do what you want?

Unfortunately baselining only tracks changes to start date and completion date. If there is a way for it to tack custom fields I am unaware of it. Can it do this?

Probably not within Project itself.  There are no provisions to track changes to text, etc.  You'd have to export those fields to something like Word
