I would like to improve an output for a loading system. What are the factors that should be considered in resizing the pipelines and pump(specifications). What are the equations ( considerings bends, friction loss, static head in tank, auxillary pipe fittings etc)in working these out.

Can you simply put a bigger pump in?
Are you force pumping or suction pumping (cavitation problems and air locking etc.)
If simply you need to increase flow a bit, consider increasing pump duty. The circuit will follow the pump laws where vol flow is proportional to pump speed .
a speed increase of 10% would increase vol by x1.1
note presure increase is 1.1 squared 1.1x1.1= 21% increase and power increase is cubed i.e. 1.1x1.1x1.1=33%extra
to double the flow thro and extg system would require a large increase in pump duty
