Do I have to do a surge analysis for my pipeline?

Yes you do.
Pressure piping codes require the inclusion of surge pressure in the design pressure. If you do not do a transient analysis then you do not know the design pressure.
Using the Joukowsky formula is not adequate. If there is column separation and re combining of liquid columns then pressure can be as high as 6-7 times operating pressure.
