The following link gives NEMA recommendations regarding maximum starting frequency and required off time between starts as a function of motor horsepower, speed, and load inertia which apply for NEMA frame motors (typically 250hp or less)


For large motors, there are no standard repetitive start limits (other than one start hot, two starts cold from NEMA MG1). The following link provides a very detailed description of the considerations which should go into evaluating repetitive starting in general (including for large motors)


As always, specific info from the manufacturer trumps any other info.
